Of course there are many factors that influence what a building costs (excluding land).
These range from where it is built, how big is the floor surface, how durable (completely or partly off grid), self-built with volunteers or build with a hired professional team or a mix of both, the time line and percentage free or salvaged materials. These are some of the factors that influence the cost.
In Europe's first earthships the water and energy systems where imported from the U.S. and a team came in from the U.S., what made the cost increase. Working without a team from the U.S. and replacing energy and water sytems with European made parts would lower those costs drastic.
In the U.S., M. Reynolds has managed to get the cost of a global model (built by a professional staff supplemented by volunteers) equal to an equivalent conventional house of similar size. Difference is that you no longer receive utility bills because you built energy - and water systems into the building and you have your own water treatment (so no public sewage connected).
